The overall objective of the project is to strengthen Montenegro’s fiscal system in as well as lending support to Montenegro’s Tax Administration (MTA) to implement the improvements in legislation, procedures, human resources and information technology needed to achieve their goals.
The Head of the EU Delegation to Montenegro, Ambassador Leopold Maurer underlined that this project is a step forward in building more effective and efficient institutions for Montenegro’s European future.
“We sincerely hope that by the end of this project there will be an improvement in the implementation of tax laws, more effective revenue collection and control. All of this should reduce the possibilities for tax fraud,” Mr Maurer said at the press conference.
He added that ensuring the effectiveness of tax collection and the fight against fiscal fraud is a key reform priority for Montenegro.
“Improving Montenegro’s fiscal system and restructuring its tax administration are also obligations under the Stability and Association Agreement,” Ambassador Maurer confirmed.
Minister for European Integration Gordana Djurovic said the project is especially important to to strengthen IT support to the MTA which is the main precondition for improving efficiency.
“Another aim of the project is to bring in the EU’s institutional know-how with regards to tax alignment,” Djurovic said.
The Head of Montenegro’s Tax Administration, Ms. Mirjana Pešalj, confirmed that there are a lot of challenges facing the MTA, which makes this project even more vital.
“The development of a risk management system will contribute to more efficient tax collection,” she said.
The project also covers support for the Ministry of Finance by further aligning Montenegro’s Taxation legislation and procedures with the EU acquis.
