Delegation of the European Union to the Republic of Serbia and the Joint Technical Secretariats of the Cross-border Programmes Serbia – Montenegro and Serbia – Bosnia and Herzegovina, with the support of the Serbian European Integration Office, the Directorate for European Integration of Bosnia and Herzegovina and the Ministry for European Integration of Montenegro, organized on 20 November 2010 a Contract Signing Ceremony for the beneficiaries whose projects have been awarded under the very successful First Call for Proposals within the Cross-border Programme Serbia – Montenegro and Cross-border Programme Serbia – Bosnia and Herzegovina.
At the opening of the Contract Signing Ceremony, the participants and the guests were addressed by Mr. Božidar Đelić, Deputy Prime Minister for EU Integration and Minister of Science and Technological Development of the Republic of Serbia, His Excellency Ambassador Vincent Degert, Head of the Delegation of the European Union to the Republic of Serbia, Mr. Boris Iarochevitch; d’ Affaires of the Delegation of the European Union to Bosnia and Herzegovina, as well as by the representatives of the Department for Cross-border and Transnational Cooperation Programmes of the Serbian European Integration Office, the Directorate for European Integration of Bosnia and Herzegovina, and the Ministry for European Integration of Montenegro.

The First Open Call for Proposals for the Cross-border Programme Serbia – Montenegro aroused significant attention of potential applicants: the number of submitted project proposals was 57, and the funds available amounted to EUR 1.98 million. As regards the Cross-border Programme Serbia – Bosnia and Herzegovina, the number of submitted project proposals within this Call was 74, while the funds available amounted to EUR 3.2 million. After the evaluation of the project proposals, Delegations of the European Union to the Countries participating in the Programmes signed the grant contracts with the beneficiaries whose project proposals were best ranked. 13 projects within the Cross-border Programme Serbia – Montenegro and 17 within the Cross-border Programme Bosnia and Herzegovina have been awarded. At the Contract Signing Ceremony, Mr. Božidar Đelić and His Excellency Ambassador Vincent Degert underlined the importance of the cross-border cooperation programmes and explained that, by implementing these projects, foundations for new cross-border cooperation and development of the cross-border regions are being made. Furthermore, institutions from Serbia, Bosnia and Herzegovina and Montenegro are gaining valuable experience by learning how to use the European Union funds. Implementation of these projects sends a sound message of the importance of the European integration process even to the far and less developed parts of our countriesAfter the Contract Signing Ceremony, Mr. Božidar Đelić and His Excellency Ambassador Vincent Degert signed the Financial agreements between the European Union and the Republic of Serbia under the Instrument for Pre-accession Assistance regarding the financing of the Cross-border Programmes Serbia – Montenegro and Serbia – Bosnia and Herzegovina. These Financial agreements are signed once a year by the Government of the Republic of Serbia and the European Commission. The EU financial assistance for the Cross-border Programme Serbia – Montenegro amounts to EUR 500,000 while for the Programme Serbia – Bosnia and Herzegovina it amounts to EUR 1,100,000.

As preparations are underway for the launch of the Second Call for Proposals, planned in the next few months, this Ceremony was followed by a Partner Search Forum, through which potential beneficiaries established contacts with potential cross-border partners and presented their organisations and ideas for cooperation at three thematic tables: Economy, Environment and Social sector/activities.
