•     High-risk populations: smokers, elderly persons and occupationally exposed groups, with emphasis on rural and underserved communities;

•     Primary and secondary healthcare professionals;

•     Public health institutions and local authorities;

•     Healthcare institutions in the Serbia–Montenegro border region;

•     Final beneficiaries: the population of the cross-border area covered by the action, approx. 630,000 inhabitants including surrounding municipalities, and health institutions in the cross-border territory.

SO 2: Improve patient empowerment and access to services, particularly in rural border areas.

SO 3: Build professional capacity through joint trainings, knowledge exchange and development of common tools.
