Target groups: •     46,055 residents in rural areas of Bijelo Polje and Prijepolje (approx. 50 % women, 20 % children);

•     56 employees in primary health care in both municipalities (approx. 65 % women);

•     2 local self-government units; Primary Health Care Centre Prijepolje and Primary Health Care Centre Bijelo Polje; General Hospital Prijepolje;

•     320 persons from the Roma population in both municipalities;

•     Socially vulnerable groups – victims of violence, persons with mental health disorders;

•     Transit passengers;

•     Approximately 8,000 eco-tourism visitors in both municipalities;

•     90 students of the Secondary Medical School in Bijelo Polje
Commencement date and project duration: 01/10/2026 – 30/08/2028, 24 months
Overall objective: To contribute to the improvement of the quality of public health services for the inclusion of marginalised groups in the Serbia–Montenegro cross-border region.
Specific objective(s): Increased capacity and effectiveness of the primary health care system and improved territorial and social coverage in the municipalities of Prijepolje and Bijelo Polje.
Estimated results: R1. Improved infrastructure for the provision of preventive, primary and emergency health care.

R2. Digital health services established.

R3. A joint model of preventive health care established.
Main activities

 Output 1: Improved infrastructure for the provision of preventive, primary and emergency health care

A1.1 Procurement and commissioning of a mobile medical unit in the Primary Health Care Centre Bijelo Polje

A1.2 Adaptation, functional upgrading and equipping of the Emergency Medical Services facility in Prijepolje

A1.2.2 Procurement and commissioning of a fully equipped emergency medical ambulance vehicle

Output 2: Digital health services established

A2.1 Establishment of a Digital Emergency Communication and Dispatch System

A2.2 Capacity building of healthcare professionals for digital health services, telemedicine and mobile outpatient care

Output 3: A joint model of preventive health care established

A3.1 Development of a cross-border preventive healthcare model and operational planning

A3.2 Implementation of preventive field services and community-based health activities
